William was born in Gordon, Nebraska on May 29, 1962, to Cecilia Wounded Arrow. He attended schools on the Pine Ridge Reservation as well as in Rushville, Nebraska. He was also raised by loving foster parents, Jim and Mary Sutton of Rushville.
William married Sandra (Haskett) Parker in 1999. The couple later moved to Scottsbluff where William was employed at Aulick Industries.
Over the years, Bill made impactful relationships with friends and relatives who loved him greatly. He was a very caring man with many close, long-term friends. Bill was a talented artist, he created beautiful drawings and produced intricate and stunning beadwork. He spoke Lakota as his first language. He immensely enjoyed fishing and gardening and always kept a beautiful lawn, the envy of many of his friends and neighbors. He was a very strong man who dealt with many trials and physical hardships. Even when in severe pain, he had a beautiful smile for others. His funny, ornery sense of humor was a trait that made him such a great friend to many. His absence will be greatly felt and his love for others will be missed, until we unite once again.
